Instructions
In a microwave-safe mug, whisk together the flour, cocoa powder, granulated sugar, brown sugar, baking powder, and salt.
Add the milk, vegetable oil, and vanilla extract to the mug. Stir until just combined and no dry streaks remain.
If using, fold in the chocolate chips.
